Position Title: Construction Material Testing Techniciann n Location: Dam near Ephrata, Washingtonn n Period of Performance: 16 Monthsn n This is an exciting opportunity to work with an agency that has 600 damns in the 17 western states, known for construction of damns, power plants, and canals, including Hoover Dam on the Colorado River, Grand Coulee Dam on the Columbia River, and Folsom Damn on the American River.n n Scope:n n Project Solutions is seeking a Materials Laboratory Engineering Technician (MLET).

The agency is performing a safety of Dams Project on a dam near Ephrata, Washington.

Principle features of work include constructing and removing temporary bypass roadway on dam, furnishing and placing cast-in-place concrete to construct various features, furnishing and placing shotcrete, roller-compacted concrete, and soil cement, excavation of existing dam embankment; excavation for auxiliary spillway, constructing hardened crest and dike embankments, excavating and constructing embankments for permanent road relocation, constructing permanent road relocation using asphaltic concrete pavement, and reconstructing the top of dam roadway using asphaltic concrete pavement.n nThis individual will be responsible for directing the testing of construction materials for specifications compliance of a Reclamation construction project.n nThe type of materials testing to be performed includes gradations of earth, concrete materials, in-place densities of earth, laboratory maximum densities of earth materials, and determining properties of freshly batched concrete.n n Tasks to be Performed:n n Become familiar with the plans and specifications for the construction project The type of materials testing to be performed includes gradations of earth, concrete materials, in-place densities of earth, laboratory maximum densities of earth materials, and determining properties of freshly batched concrete.

The MLET may receive samples collected by Agency personnel, or may need to be on-site to collect samples, prepare samples, and test samples.n Deliverables:n n Provide and Perform Quality Assurance materials testing during the dam modifications.

Perform materials testing at the construction site.

Provide documented test results to the appropriate Government personnel as soon as testing is completed Document all testing data/results on approved standard forms.n Submit all test data/results on required forms (provided by agency), and the forms included in the Earth Manual and Concrete Manual Track the construction contractor’s quantities of forwarded materials that are required to undergo testing.

Testing will take place at the construction site.

The MLET shall maintain a spreadsheet of the quantities of all the construction contractor’s materials delivered to the work site; and the construction contractor’s materials batched on and off-site.

The material lab technician shall also keep track of materials which do not meet the required construction contract specifications as determined by the MLET.n Any material wasted and disposed of by the construction contractor shall be tracked with a detailed written explanation of why the material(s) were wasted.

As the related performance standard, the MLET shall track all construction contractor’s materials (that require testing) so as to fully enable the Government to accurately track construction testing materials that the Government may be obligated to reimburse the construction contractor for.

Attend the construction contractor’s toolbox safety meetings Document meeting minutes in sufficient detail Provide a weekly report of activities Provide monthly summary of all testing activities with all test results, along with a brief description of the construction activities related to testing for incorporation into the monthly construction progress report n Required education, knowledge and skills:n n Extensive experience working in a construction materials laboratory and in materials testing and shall have expert knowledge of construction as demonstrated by the following minimum qualificationsn Experience with processing, placement, and testing of zoned earth embankments.

Experience with gradation analysis testing of soils and aggregates.

Experience with in-place density testing, including sand cone and nuclear gauge methods.

Experience with the testing of fresh concrete, including slump, temperature, air content, and preparation and testing for compressive strength of concrete cylinder samples.

Preferred knowledge of materials testing standards including the Bureau of Reclamation’s earth and concrete test standards American Concrete Institute (ACI) certifications for Concrete Field and Laboratory testing Professional knowledge of geotechnical sampling/testing, materials engineering testing; data collection andnmanipulation Experience with comprehension and interpretation of construction plans, specifications, and construction contract language; and performing inspection of construction contractor work and completing dailyninspection reports.

Experience with construction materials testing for dams and/or large water containing structures, water conveyance facilities, hydroelectric power plants, and pumping plants.

Ability communicate proficiently
– both orally and in writing Prior experience working with Federal Government Project Managers/CORs on processing change requests, requests for information, submittals, and field observation reports preferred.

OSHA 30 Strong technical abilities including ability to open and manipulate scheduling software such as Oracle Primavera Project, and or MS Project.

Strong technical abilities with Word and Excel Physical ability to walk distances, climb ladders, work long days, and able to withstand ambient weather conditions.

Required physical ability to move around pumping plant and pipeline construction, including climbing in and out of pipe trenches that vary in depth and pumping plant excavations that could be 20′ deep.

Ability to work from and elevated scaffold or platform requiring the CCI to be tied off.

Ability to work in a confined space.
