Alameda Health System is hiring Under the direction of the Vice President, Revenue Cycle, Patient Business Services, the Director of Admissions and Registration assumes responsibility for the daily operations of the Admitting, Emergency and Clinic Registration and Financial Counseling Units operating in the Alameda County Medical Center facilities.

The duties include evaluation and management of staff; productivity standards and reports; shift coverage; recruitment and hiring; quality assessment and improvement initiatives; determination and measurement of financial goals; internal and external customer satisfaction; information systems integration and work environment enhancement programs.DUTIES & ESSENTIAL JOB FUNCTIONS: NOTE: The following are the duties performed by employees in this classification.

However, employees may perform other related duties at an equivalent level.

Not all duties listed are necessarily performed by each individual in the classification.Determines revenue impact and goals tied to performance.

Analyzes all existing reporting tools and develop data to establish performance goals.

Implements quality assessment and improvement initiatives.

Measures and reports performance.Develops internal and external customer satisfaction surveys and methods for rewarding evidence of progress and improvement.

Communicates goals to all levels of staff and regularly assesses achievement.Develops training resources to ensure continuous education for all staff.

Work with Department of Social Services to provide ongoing training in all aspects of Medi-Cal and other financial assistance program for all staff engaged in Financial Counseling.Subscribes to and maintains all available Medicare.

Medi-Cal, Alameda Alliance for Health and other pertinent manual.

Reads, interprets and distributes regulatory information to all Managers, supervisors and staff.

Encourages and enlists cooperation form clinical departments to aid staff in meeting goals and achieving optimum results.

Sets high standards of professional performance.Forges relationships with stakeholders inside and out of the facility.

Communicates regularly with clinical staff, Business Office, Union Representatives, other County agencies and patient liaisons to build and improve upon relationships.

Develops team concepts within AHS’s diverse service delivery areas.

Cross trains and utilizes creative staffing models to enhance staff development and job satisfaction.

Participates with Community groups and participate with marketing efforts to grow AHS’s business plan.

Manages and directs the day-to-day activities of the Admitting, Outpatient and Emergency Registration and Financial Counseling Units at multiple sites, ensuring appropriate staffing levels are maintained on all shifts.

Assesses patient volumes and patient flow for maximum coverage; ensures that staff has information systems programs, hardware, printer and other necessary tools available to achieve maximum performance.

Defines performance deficiencies and develops plans for correction; reviews all manuals andwritten guidelines.

Updates, trains and implements existing and new procedures.

Develops teams of experts to participate in continuous quality improvement programs.

Identifies staffing needs and recruitment strategies to achieve best practices in all areas.Performs critical analysis of all information systems and work place environments.

Ensures that all information systems programs being used are useful, current, accurate and meet the needs of the department.

Works with Information Systems staff and vendors to ensure that systems are upgraded as needed.

Identifies new systems and make recommendations regarding integration of disparate systems to achieve efficient communication between facilities and functions.

Develops partnerships with staff.Vendors and support staff to ensure best practices with information systems tools.

Reviews all work place environments to ensure safe, efficient and functional areas for both staff and the public; identifies budget issues, make recommendations and follow through with completion when work place improvements are needed.Ensures all outpatient hospital services are authorized prior to the rendering of care.MINIMUM QUALIFICATIONS: Education: Bachelor’s Degree in a relevant field from an accredited college or university preferred.

Minimum Experience: Four years of progressively responsible management experience in hospital based Patient Finance.

Experience must include management of Admitting, Registration, Financial Counseling areas in a large acute care facility, preferably a public, teaching environment.FinanceHGH Patient AccessFull TimeDayManagementFTE: 1
