Position Title: HR Specialist
FLSA Status Non-exempt
Job Status Regular, Part-Time

Reports To Executive Director of Mission and Services
Salary Scale Starts at P41, $23.19 per hour
Job Summary In keeping with Transitions’ mission and core values, provide primary general responsibility for the day-to-day administration and management of Human
Resources functions, policies and procedures including employee recruitment, hiring, compensation, benefits, training, performance management and employee relations.

Essential Position-Specific Manage designated Human Resources functions as assigned from time to time.
Duties Work independently, using discretion and independent judgment to complete tasks and resolve Human Resources issues, consulting with others as necessary and appropriate
Work collaboratively with company managers and employees to accomplish human resource functions

Ensure compliance with federal, state and local regulations and company policy related to human resources including but not limited to FLSA, HIPAA, GINA,
EEO, AAP, AA and FMLA if appropriate
Provide advice and guidance to company managers regarding personnel performance management and resolution of personnel issues, including making recommendations regarding disciplinary actions up to and including termination

Take primary lead on Affirmative Action program and ensure a focus on DEI work

Implement a Wellness program.
Maintain confidentiality and protect confidential and/or proprietary information
Implement Human Resources programs for personnel staffing, employment processing, health and welfare benefits, compensation, wage reviews, records management, employee relations and retention and AA/EEO compliance

Routinely update and maintain personnel files; handle employment verification requests.

Evaluate company needs for new human resource programs and policies, and assist in the implementation of solutions, including the development and documentation of new personnel programs and policies, and review and modification of existing programs and policies.

Responsible for recruitment of new staff; this includes but is not limited to posting positions in diverse sites with an eye to recruiting diverse candidates, conducting screening interviews, checking references, background checks, training of newly hired employees, coordination of interview teams.

Attend job fairs.

Conduct new employee orientations promptly
Prepare HR budget
Organize and assist in planning of employee activities
Routinely update Employee Manual, policies and procedures.
Add & terminate employees from Transitions benefit plans including medical, dental, vision and life insurance and retirement plan.

Work with benefits brokers on plan renewals and provide routine information to staff on changes to the benefit plans.

Work with benefits broker and TPA on retirement plan administration and compliance

Minimum Education, Experience Required:

and Training BA in Human resources, business organization development or related field or a minimum of 5 years of HR experience.
Ability to pass DSHS, Washington State Patrol criminal history checks, DEL background check and complete STARS training
Must possess a valid Washington State Driver License and vehicle insurance

Working knowledge of applicable Federal, state and local laws and regulations related to the Human Resources function.
Strong oral and written interpersonal communication skills
Experience in a not for profit setting
