rovides contract management for agency. Reviews and converts purchase requisitions into purchase orders for all divisions. Prepares contract/PO procedure documentation and updates. Maintains asset inventory tag system and performs physical inventory audit.ContractsAdministers agency contracts development and processing. Processes contracts with external parties to assure review, signature, and completion. Composes and signs correspondence, as authorized, related to contracts for the agency Administrative Officer. Ensures that all essential contract documentation is in the contract file, accurate and complete for audit purposes. Ensures insurance requirements are met. Manages contract project documentation.Obtains signatures, assigns contract numbers; mails; forwards completed contracts to finance/program staff and other party. Searches and saves debarment results.SharePoint site administrator for contracts, procurement, and asset inventory.Ensures adherence to contract policies and procedures.Prepares requests for proposals for publicly advertised service contracts.Participates in the review and inspection of contractual specifications for compliance with Federal, State and County laws, including affirmative-action and non-discrimination requirements.Compiles contract terms, scope, budget, and makes sure conditions have been appropriately executed by all parties.ProcurementReviews all agency purchase requisitions to ensure accuracy and adherence to policies, procedures, and coding.Reviews and creates all agency purchase orders from divisional requisitions on a daily basis. Creates new vendors in the system. Analyzes requested procurements to determine appropriate procurement approach.Coordinates, reviews & processes requests for Proposals/Bids/Qualifications. Solicits requests for bids/qualifications from prospective contractors.Reviews and processes sole source documentation for Administrative Officer approval and signature.Educates and advises purchasing coordinators in resolving difficult and/or unusual situations related to goods and services procurements.Maintains process and procedure documentation for the procurement process. Maintains agency small works roster. Works with Municipal Research and Services Center (MRSC) on small works roster.Contracts/Purchasing Training and AssistanceManages contract files and reviews contract template annually for contractors and subrecipients, establish electronic records.Answers contract questions and requests for assistance with contract composition and formatting.Maintains current procurement documents and manuals. Renews SAM.gov and other registration programs to ensure agency compliance (DUNS, CCR).Assists with financial and program audits related to contract documentation and correspondence.Reviews and submits annual evidence of insurance coverage. Requests and retains vehicle and equipment insurance identification cards.Advises purchasing coordinators on policies and procedures to ensure compliance. Advises staff on appropriate use of purchase orders, object codes, payment & procurement methods.Assists divisional purchasing coordinators by answering questions and offering guidance for requisitions. Advises departmental divisions and staff members on procedures involved in contracting for goods or services.Coordinates and schedules regular purchasing coordinators meetings for Procurement Manager.Asset management and inventoryIdentifies and tags assets acrequired.Facilitates and coordinates physical inventory with purchasing coordinators every other year.Maintains asset tag listing including disposals of assets.Required Minimum Qualifications:AA degree involving major study in business, accounting, or closely related field.Three years of experience in office, bookkeeping, accounting, or general administrative work.An equivalent combination of education and experience may be considered provided the individual’s background demonstrates the knowledge, skills and abilities required for the position.To be considered for this great opportunity an online application submitted through our website is required.
